Capital Improvement Program
The District’s 5-year Capital Improvement Program outlines the capital projects planned for Delta Diablo (District), a wastewater resources recovery district serving the communities of Antioch, Pittsburg, and Bay Point, over a 5-year period starting FY24/25.
The 5-year CIP presents the project needs and financial funding requirements for the District in the areas of Wastewater Expansion, Wastewater Capital Asset, and Wastewater Capital Asset Replacement, Recycled Water Expansion, and Recycled Water Capital Asset and Recycled Water Capital Asset Replacement Facilities. The 5-year CIP also includes a separate section for the improvement projects in the Household Hazardous Waste (HHW) and the Bay Point Collection System (Zone 1).
Program Areas
The District has developed five programs that make up its core services. The core services are shown in the following figure:
Wastewater Program
The Wastewater Program is divided into five funds as shown below. The 5-year CIP presents the capital needs for each of the four Capital Funds over the next five years. Operating activities are accounted for in the General Fund and are not included in this document.
Goals:
- Maintain current goal of zero controllable violations of our operating permits
- Implement the District’s 2021 Strategic Business Plan and subsequent updates
- Accurately distribute project costs to the proper revenue source
- Prioritize projects and activities to ensure long-term operational reliability, financial stability, and optimal use of resources
Recycled Water Program
To establish a financial structure separate but similar to the Wastewater Program, a Recycled Water financial program was established by the Board. The Recycled Water Program is comprised of four funds displayed below.
Goals:
- Maintain current goal of zero controllable violations
- Operate the Recycled Water Facility and deliver up to 12.8 million gallons a day (mgd)
- Meet all contractual obligations
- Expand recycled water use throughout the service area
Household Hazardous Waste
The Household Hazardous Waste (HHW) program is made possible through a cooperative effort among the District and the Cities of Antioch, Brentwood, Oakley, and Pittsburg and Contra Costa County. The Delta Household Hazardous Waste Collection Facility (DHHWCF) offers the ability to accept the full-range of HHW on a regular basis. Operating costs are split between the jurisdictions based on the actual usage of the DHHWCF by residents from those jurisdictions. The HHW program not only meets the AB 939 requirements of the cities and county but also falls in line with the District’s mission statement of protecting the environment. The HHW Program also complements several other District programs and National Pollutant Discharge Elimination System (NPDES) requirements. Areas of significant crossover include the collection of mercury, pesticides, pharmaceuticals, and cooking oil/grease.

- Support extended producer responsibility efforts to reduce program costs
Bay Point Collections Program
This program involves the rehabilitation and replacement of wastewater collection system facilities in Zone 1 (Bay Point). In 2018, the District completed a 5-year update to the Sanitary Sewer Management Plan (SSMP), which identifies specific activities necessary to ensure these collection facilities continue to provide reliable service. Rehabilitation and replacement needs for the collection system facilities are determined through closed-circuit television inspection and condition assessment of the pipelines.
Street Sweeping Program
Street sweeping is an important pollution prevention function provided within the District’s service are of Antioch, Pittsburg, and Bay Point. It is required under State and Federal regulations related to the Clean Water Act. Street sweeping is a required component of the District’s wastewater service programs in Antioch, Pittsburg, and Bay Point.
