Proposed Sewer Service Charge increases for Fiscal Year 2024/25
Delta Diablo provides wastewater conveyance and treatment services for over 72,617 customer accounts (residential and non-residential), serving approximately 218,000 residents in Antioch, Pittsburg, and Bay Point. In developing the annual budget, the District carefully considers operational and capital investment needs to maintain effective and reliable wastewater conveyance and treatment services.
The District collects Sewer Service Charges (SSCs) from its customers each year as the primary revenue source needed to fund capital infrastructure investments, labor, utilities, chemicals, regulatory compliance obligations, facility maintenance, and Delta HHW Collection Facility operation. For Fiscal Year 2024/25 (FY24/25) (July 1, 2024 – June 30, 2025), the District is proposing SSC increases of $24.80 per year (+5.5%) for residential customers in Antioch and Pittsburg, and $33.16 per year (+5.4%) for residential customers in Bay Point. The proposed SSCs will remain below the average of peer agencies in the San Francisco Bay Area region.
Increased SSC revenue will be utilized to recover District costs to maintain effective and reliable wastewater conveyance and treatment services, meet future regulatory requirements, and ensure financial integrity and sustainability. In addition, the proposed SSCs incorporate FY24/25 Cost-of-Service Study findings, which considers growth within the District’s service area to rebalance the cost of service allocation between non-residential and residential customers.
Most District customers pay SSCs via annual property tax bills that also includes a street sweeping service charge (no increase from FY24/25) that varies by community based on service frequency. Other non-residential customers are directly billed monthly based on potable water usage.
Delta Diablo is committed to fair and reasonable rates. As a not-for-profit public agency, state law only allows the District to recover costs necessary to operate and maintain our system and ensure that it is stable and safe for the future. SSCs are required to prioritize sustained capital investment to maintain the integrity of our aging infrastructure while ensuring sufficient funding to meet progressive increases in operating costs and associated regulatory compliance obligations.
